A panel of experts has urged the Tokyo Metropolitan Government to regulate so-called "burusera" shops, which specialize on retailing items worn by schoolgirls, including their underwear.
In a report submitted Friday by the panel on preventing children from being involved in crimes, experts concluded it was essential to ban such outlets from certain areas.
Tokyo Metropolitan University law professor Masahide Maeda, who chairs the panel, and others warned that underage girls are able to pocket large amounts of money by selling their underwear to burusera shops, many of which are located in Shibuya and other entertainment districts easily accessible to children. These children tend to spend the money in the same entertainment districts making themselves vulnerable targets for criminal elements.
The panel also urged the metropolitan government to crack down on "scouts" -- people whose task is to recruit women or girls to the lewd industry -- infesting Tokyo streets.
On the subject of child abuse at home, the experts said it is sometimes necessary to suspend abusive parents' rights and put their children in care against their will. In Japan, authorities are reluctant to intervene on "domestic problems" at the moment and when police step in it is often too late to save the abused children.
Metropolitan government officials will discuss the reports with their counterpart from the Metropolitan Police Department in view to set up ordinances to put recommendations into practice. (Mainichi Shimbun, Japan, Oct. 4, 2003)
